Whenever temperatures fall below 7 degrees, it is important to change over to winter tires. As the rubber compound which is used to manufacture winter tires is different than summer and all-seasons. A softer compound will be able to handle colder temperatures and not contract as much. Also, winter tires have a different tread pattern that is meant to cut through ice and snow.
